A catch-all term for the street gangs of London, cutters often adopt similar styles of dress or other identifying marks to show their allegiance to a particular gang.
It's really too bad none of the gangs is a positive influence. They're all predators of various kinds – cruel and ruthless. Rumor has it that they hire out members to sponsers for nefarious activities, and that some of these are the fiends who creep through the dark of night. If this is true, and what advantage this gives the cutters, I cannot say.
Cutters are involved in a variety of criminal endeavors – and who is to stop them, especially in the East End, where the streets often go weeks without seeing a constable? Extortion in their turf, shaking down the populace, theft, turf war – these are their daily activities. Each individual gang has a name and a reputation as well, and new gangs are always being founded while others are left bleeding in the street. The Alleycats, The Daggers, the Queen's Knaves, and many more can be found in various haunts throughout the city.
